The role of Medium-Term planning in the policy-planning-budgeting chain - the
preparation of the Egypt Strategic Education Plan?

Egypt has recently completed the preparation of its 5-year plan for the pre-university education sector. The planning process and the plan (signed into policy by the Prime Minister in 2008) are part of (i) a modernization of public sector management, (ii) the ongoing education sector reform, and (iii) Government-Donor cooperation in areas such as EFA (FTI) or SWAp.
UNESCO-IIEP worked closely with the Ministry of Education during the preparation process (2006 – 2008) of this 5-year plan in the various phases of its design. An IIEP team was very instrumental in the design and application of the planning concept, methodology and the principal planning tool.
The presentation will discuss how the technical support, provided by an outside agency such as IIEP was integrated into the national planning process, led by the Ministry, and how the collaboration between these parties facilitated the development of a strategic plan.
Klaus Bahr is president of the Association for the Promotion of Education. He has been senior UNESCO staff, in charge of cooperation with extra-budgetary funding sources and has also worked at the World Bank and the OECD. He is the co-author of two recent UNESCO publications on education planning.
