Comparative Analysis of Universal Primary Education (UPE) Policy in Sub-Saharan Africa

Held on February 2010 and presented by Prof. Daniel Sifuna (Professor, Kenyatta University); Prof. Joseph Ampiah (Associate Professor, University of Cape Coast, Ghana); Dr. Joseph Chimombo (Senior Research Fellow, University of Malawi); Mr. Albert Byamugisha (Assistant Commissionar, Ministery of Education and Sports, Uganda); and  Keiichi Ogawa (Professor, Kobe University)

The present uniformity of education policies in Sub-Saharan Africa interrogates those among us who believe that polices need to be adapted to local contexts to be successful. Does such uniformity reflect a similar context or rather the pressure of international agendas? This seminar will analyze how education policies have been formulated, implemented and evaluated in four different countries, with a specific interest in issues of quality.
