Education finance: trends, issues and policy options

This course will focus on analysing current situations and trends, as well as reflection and discussion on the context of education financing, the role of funding partners at various levels, and the advantages and disadvantages of various policy options and strategies.

More specifically, the course will cover the following topics:

• the context of education financing: demography, fiscal basis;
• parents’ expenditures for education and the economic barrier to access;
• fee-free policies at basic education level;
• external funding; and
• the development of private schools.

Participants’ profiles:

Decision-makers, planners and researchers, managers working in education. The course is addressing issues of interest for a large scope of professionals working in education. Priority will be given to applicants with work experience in the area.
