International cooperation, education policies

Henry Armas currently works as Technical Cooperation Coordinator in the IIEP-UNESCO Office for Latin America. 

Lawyer specialized in education policies and international cooperation, he holds a Master's degree in Development Studies from the Institute of Social Studies in the Netherlands (2008) and an MBA from the University of Cambridge in the United Kingdom (2015). He also attended training programmes on early childhood and human rights at Harvard University. Throughout his career, he has worked in various international agencies, philanthropic and civil society organizations, government institutions, and in academia.

He was Manager of Education Programmes for Latin America at Porticus (Sao Paulo, 2016-2019), a private philanthropic organization working in several countries in the region. At the UNICEF Regional Office for Latin America and the Caribbean - LACRO (Panama, 2009-2012), he served as HIV Specialist working with adolescent and early childhood programmes.

He worked at the Ministry of Education of Peru (2012-2014) as Head of International Cooperation and Secretary of the UNESCO National Commission for UNESCO. During this time, he led the intergovernmental negotiations for the Regional Education Plans of UNASUR (Union of South American Nations) and ASPA (South America - Arab Countries), including on secondary education and technical training issues. He also participated in the technical preparation phase of the UNESCO regional meeting for Education for All (2014), to build the Latin American position for building the 2030 Agenda.
