Overview of the functions of the post

The mission of the International Institute for Educational Planning at UNESCO (IIEP- UNESCO) is to strengthen the capacity of UNESCO Member States to plan and manage their education system. Within framework of the 2030 Agenda for Sustainable Development, IIEP contributes to UNESCO specific mandate on Sustainable Development Goal 4 (SDG4) to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Under the overall authority of the Director, the general supervision of the Finance and Administrative Officer – Chief of Section, and the direct supervision of the Finance and Accounting Officer, the incumbent will perform a variety of specialized tasks in finance and accounting, monitoring and reporting, ensuring compliance with relevant Financial Rules and Regulations and standards, and established procedures.

In particular, s/he will: :

  • Assist in the timely closing of the monthly accounts in SAP (Systems, applications and products for data processing) ensuring observation of deadlines, including analysis and clearing of accounts, ensuring compliance with relevant financial rules and regulations, standards and established procedures:

- posting of Journal Vouchers and other accounting adjustments;

- revision of monthly exchange rate revaluations;

- reconciliation and clearing of technical accounts;

- posting for cost recovery from extra-budgetary projects;

- reconciliation and clearing of Intercompany accounts;

- monthly reconciliation of IIEP’s accounts;

- monthly revision of AR (Account Receivables) and AP (Account Payables) outstanding accounts;

- revision of bank reconciliations of the three Business Areas: Paris, Pôle de Dakar and Buenos Aires;

- clearing of general ledger accounts;

- revision of invoicing and revenue recognition;

  • Assist in the analysis, follow up and liquidation of ULOs (unliquidated obligations).
  • Assist in the timely preparation of Quarterly and Yearly Financial Statements, in close collaboration with the other members of the accounting team and liaising with BFM (Bureau of Financial Management) in Headquarters when required. 
  • Assist in the preparation of the annual pre-audit and audit and assist the auditors in their inquiries.
  • Assist in the preparation of the quarterly Dashboards. 
  • Contribute to the financial and budget annual carry forward after the year-end closing of the accounts in SAP.   
  • Contribute to Master Data Management.
  • Assist in payroll checks, simulations and costings (recruitment, separations, annual steps, extra budgetary projects, etc.).  
  • Assist in the follow up of projects milestones, agreements’ conditions and reporting deadlines.
  • Assist in the preparation of financial reports for extra budgetary projects for donors approval as and when required.
  • Assist in the implementation of improvements and any processes/financial tools changes.

Required qualifications


  • Advanced university degree (Master’s degree or equivalent) in business administration, public administration, economics and/or accounting.

Work experience

  • Minimum two (2) years of relevant experience in accountancy, financial management and/or administration of which preferably one (1) year acquired at international level.

Skills and competencies

  • Advanced knowledge of international accounting norms such as IPSAS (International Public Sector Accounting Standards), IFRS (International Financial Reporting Standards) or other;
  • Strong analytical and problems solving skills, as well as ability to set priorities;
  • Knowledge of an ERP (Enterprise Resource Planning) systems, such as SAP, Oracle or other;
  • Good organisational skills;
  • Accuracy, discretion and sense of confidentiality;
  • Team and service-oriented, autonomy, emphasis on quality, efficiency and results; 
  • Ability to work effectively under pressure;
  • Ability to synthesize;
  • Ability to take initiative to propose solutions and improvements;
  • Excellent (oral and written) communication skills, including the ability to draft and produce a variety of written material in a clear and concise manner in either English or French.

  • Excellent knowledge (written and spoken) of English or French and good knowledge of the other. 

Desirable qualifications


  • Professional Accounting Qualification.

Skills and competencies

  • Knowledge of the United Nations and/or UNESCO financial rules, regulations and procedures.


  • Knowledge of another UNESCO official language (Arabic, Chinese, Russian) especially Spanish.

UNESCO’s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station, as well as exchange rates.
