ORGANIZATIONAL SETTING

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. IIEP also includes the IIEP Pole de Dakar and Buenos Aires Offices.

OVERVIEW OF THE FUNCTIONS OF THE POST

This position is located in the Research and Development Unit of the UNESCO International Institute for Educational Planning (IIEP) in Paris and reports to the Senior Programme Specialist (Development).Under the overall authority of the Director, and the direct supervision of the Senior Programme Specialist (Development Unit), in coordination with the Research and Development Team Leader, and within the framework of the Institute’s Medium-Term Strategy, the Associate Programme Specialist will support the design and implementation of methodologies and tools aimed at improving educational planning and management globally.

 

The incumbent will have the following duties and responsibilities:

  • Identify, collect, clean, process, document, archive data from varied sources, including education.
  • Provide technical inputs to quantitative and qualitative analyses using a wide range of data sources, including spatial information, household and large-scale surveys.
  • Draft in different levels of complexity technical guidelines, methodologies, and code leading to different dissemination products such as reports, webpages, presentations, training materials, and handouts.Support the design and facilitation of short training programmes such as on Using free, open-source software in educational planning and management, and  the IIEP Advanced Training Programme in educational planning and management, or those embedded in research or technical cooperation projects.
  • Support the design of development projects, including through: Analysing relevant evidence; Drafting sections of reports or proposals.
  • Propose a professional development plan that will support themselves in keeping abreast with techniques and approaches relevant for the post and the mission of IIEP.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master’s degree or equivalent) in the field of econometrics, statistics, demography, data science or related areas.

 

 Work Experience

  • Minimum one (1) year of professional experience in development or a related field, with a focus on social statistics, acquired at international level (UN agency or other international organization), or in a national government agency.
  • Experience with geospatial data processing and modelling.

 

 Skills and Competencies

  • Excellent understanding of educational planning and management and their technical context.
  • Excellent understanding of education statistics, either from administrative and survey sources.
  • Excellent IT skills, including mastery of specialized software such as R, Python, QGIS or their equivalent.
  • Excellect knowledge of MS Office applications ( Word, PowerPoint, Excel etc.)
  • Excellent oral and written communication skills.
  • Knowledge of natural language processing, topic modelling, random forests, deep learning, and other AI algorithms.
  • Ability to work under pressure and to tight deadlines.
  • Ability to plan, prioritize and organize own work and to demonstrate initiative.
  • Ability to establish excellent working relationships within a multicultural team.

 

 Languages

  •  Excellent knowledge ( written and oral) of English or French and very good knowledge of the other. 


 

DESIRABLE QUALIFICATIONS

 

 Work Experience

  • Working experience in a government agency in home country.
  • Working experience with the United Nations system.
  • Working experience in educational planning and management.

 

 Languages

  • Knowledge of Spanish  or Portuguese.
