Organizational Setting

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. IIEP’s Office for Latin America in Buenos Aires promotes education for all in the region, supports capacity development, research and dissemination of new concepts, methods and techniques in the field of educational planning. This position is located in IIEP’s Buenos Aires Office.

Overview of the functions of the post

Under the overall authority of the Director of IIEP and the immediate supervision of the Head of Office of IIEP Buenos Aires, and within the framework of IIEP’s mandate and Medium-Term Strategy, the incumbent will manage the technology platforms and portals of the Institute and lead the effort for their further design, development, integration, updating and monitoring. The incumbent will further provide strategic advice on the development of technology projects and identify appropriate tools, platforms and systems to ensure the effective and efficient support for programmes in the areas of Communication, Research, Technical Cooperation and Training.

In particular, the incumbent will:

1.    Manage digital platforms and other technological tools of IIEP Buenos Aires:

a.    Web portal development, design and integration (such as the main institutional site, SITEAL, Red IPEAL, Virtual Policy Forum).
b.    Develop user interface experiences that enhance IIEP Buenos Aires’ visibility and impact.
c.    Conduct statistical analysis and data visualizations.
d.    Ensure the articulation of information systems (CRM, Planview and Aurion) in portals and data migration pertaining to such systems.
e.    Ensure compliance with privacy and accessibility regulations and that they are up to-date.
f.    Monitor and assess the effectiveness of web tools under implementation.
g.    Plan and implement online events, such as webinars and assure their effectiveness and impact on participants.

2.    Administer and manage IIEP’s Moodle platforms, in collaboration with course owners:

a.    Update the structure of the Moodle sites as required.
b.    Oversee the creation and management of courses, users, activities and resources.
c.    Supervise the selection of visual themes for the site and courses.
d.    Identify, configure and update plugins to improve teaching and learning on campus.
e.    Monitor the use of the Moodle platform and assure it provides a superior learning experience.
f.    Make recommendations on technical solutions that assure the security, reliability and integrity of the Moodle platform.
g.    Identify new tools, plugins and technical solutions to achieve the IIEP Medium Term Strategy.
h.    Ensure backups of Moodle courses and restore as needed.
i.    Perform migrations to new versions of Moodle and apply security patches as needed.

3.    Advise and support the IIEP BA team on the development and integration of technological solutions in all relevant projects.

4.    Manage and coordinate the integration process and articulation of different technical tools and digital platforms across IIEP offices:

a.    Lead the process of integration of Moodle platforms among IIEP offices and manage their administration and updating.
b.    Mange the development of enrolment and payment systems for IIEP’s online learning platforms.
c.    Identify digital solutions and tools to assist the Institute’s projects (video portals, communities of practice, etc.).
d.    Support and provide advice on the efforts across IIEP offices to identify innovative opportunities in technology and education.
e.    Communicate across UNESCO IIEP offices to exchange information and generate synergies in the development of knowledge about e-learning.

5.    Identify opportunities for fundraising from public and private donors, promoting new trends in digital education such as MOOC, Big Data, Learning Analytics, Deeper Learning, etc.

6.    Participate in and contribute to research, technical cooperation, training and dissemination projects related to
e-learning/Training and ICT policies, as required.

7.    Perform other tasks as directed by the Head of Office and the Director of IIEP.

Required qualifications


  • Advanced university degree (Masters or equivalent) in the fields of e-learning, new technologies, ICT and education, adult learning or related areas.

Work Experience

  • Minimum two (2) years of progressively responsible experience in the field of e-learning, new technologies and education, practice of ICTs in adult education and training, of which preferably one (1) year acquired at international level.

Skills and competencies

  • Excellent knowledge, use and management of open source Moodle and Drupal platforms.
  • Demonstrable command of PHP, HTML and CSS.
  • Demonstrable theoretical and applied knowledge of adult learning and ICT use for education in developing country contexts.
  • Demonstrable initiative and ability to rapidly learn and adapt to change.
  • Excellent written and oral communication skills.
  • Ability to work with and in multidisciplinary and multicultural teams.
  • Ability to work under pressure and to tight deadlines.
  • Ability to work proactively and adapt to changing circumstances.
  • Ability to develop positive collegial relationships with internal and external clients.


  • Excellent knowledge of Spanish and English.
