Overview of the functions of the post

 Under the overall authority of the Director of IIEP, and the direct supervision of the Programme Specialist, in coordination with the Technical Cooperation Team Leader, and within the framework of the Institute’s Medium-Term Strategy, the Associate Programme Specialist will:

1. Support the design of technical cooperation programmes, including through:

  • Analysing relevant existing programme and project proposals;
  • Drafting sections of detailed proposals;

2. Support the management and implementation of technical cooperation projects, in particular in the area of crisis-sensitive planning, including through;

  • Helping prepare and monitor the implementation plan;
  • Analysing relevant documents to prepare the field work;
  • Drafting implementation reports;

3. Support the development of training in crisis-sensitive planning, including through:

  • The inventory and analysis of existing course offer within the international community, specifically for training in planning for displaced populations; 
  • Identifying and analysing relevant literature; 
  • Assisting with the preparation of materials and presentations for regional and country-level workshops;

4. Support the editing and finalization of documents and case studies on crisis-sensitive planning;

5. Contribute to the communication efforts of the team, through developing content for the IIEP website and the specific website on crisis-sensitive planning.


Required qualifications


Advanced university degree (Master’s degree or equivalent), in the field of international development, education policy, planning or management, conflict-resolution or a closely related subject. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work experience

  •  A minimum of 1 years’ professional experience in international development, education policy, planning or management or a related field, preferably with a United Nations agency or other international organization.
  • Experience in project design and management.




  • Excellent analysis and drafting skills.
  • Very good communication skills (oral and written).
  • Ability to work to tight deadlines.
  • Ability to plan, prioritize and organize work and to demonstrate initiative.
  • Ability to work independently.
  • Good interpersonal skills and the ability to establish excellent working relationships within a multicultural team.
  • Very good IT skills, including knowledge of MS software (Word, Excel etc.)


Desirable qualifications

Professionnal experience

Experience in humanitarian contexts. 



 Excellent knowledge of English and good working knowledge of French.

Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt from income tax.
