ORGANIZATIONAL SETTING

 

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. IIEP also includes the IIEP Pole de Dakar and Buenos Aires Offices.

OVERVIEW OF THE FUNCTIONS OF THE POST

 

This position is located in the Research and Development Unit of the UNESCO International Institute for Educational Planning (IIEP) in Paris and reports to the Team Leader.Under the overall authority of the Director, and the direct supervision of the Research and Development Team Leader, and within the framework of the Institute’s Medium-Term Strategy, the Associate Programme Specialist will support the fundraising and partnership efforts of the Research and Development team, as well supporting other team activities. The incumbent will have the following duties and responsibilities:

 

1. Assist with the development of IIEP R&D fundraising through partnerships for R&D projects:

  • Identify potential funding sources, and assist in updating CRM and PlanView.
  • Assist with preparation and submission of grant proposals.
  • Liaise with the Team Leader, Project Managers and Information Services to develop documents and other communications products to highlight IIEP’s research offer and overall R&D strategy. This includes presentations for Donors’ Day and other fundraising events.
  • Coordinate the inputs of R&D team’s fundraising strategy and assist with the synthesis.
  • Support R&D team members in establishing agreements with external partners, with AO and Director’s Office approval.

 

2. Support R&D team leader and programme managers in the management of R&D budget for internally and externally funded projects :

  • Work with administrative team and use available tools (SAP, PlanView, Excel, etc.) to provide up-to date financial information as required.
  • Coordinate with programme managers to provide budgetary status reports and forecasts to IIEP management team.
  • Coordinate with programme managers to provide the administration and PMO with the staff costs recovery of R&D projects.

 

3. In the context of the fundraising activities mentioned above, and in collaboration with the relevant teams and working groups (Development Cluster, Information services), contribute to the dissemination of R&D research and capacity building products and promote the intellectual production of the IIEP at large.


4. Work with R&D team members on the monitoring and evaluation of R&D projects, including:

  • Provide support to internal and external evaluation activities.
  • Collect and compile evidence of results and impact for communication and accountability purposes.
  • Assist with reporting activities, including for the IIEP Governing Board, funders, and liaising with the Project Management office.  
  • Provide assistance, as needed to the various projects of the IIEP R&D team.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master’s degree or equivalent) in economics, management or social sciences.

 

 Work Experience

  • Minimum one (1) years of relevant working experience in the fields of planning and management of education systems preferably acquired at international level.
  • Experience in resource mobilization in an international environment. 

 

 Skills and Competencies

  • Ability to build coalition and networks for resource mobilization.
  • Ability to write clearly , concisely and persuasively in preparing grant proposals.
  • Proven ability to prepare project budgets and monitor expenditure.
  • Knowledge of Monitoring &Evaluation principles and processes.
  • Excellent knowledge of MS Office Suite (Word, Excel, PowerPoint, etc.)
  • Ability to plan, prioritize and organize own work and to demonstrate initiative.
  • Ability to work within a multicultural team.
  • Excellent analytical evaluative skills. 
  • Ability to work in diverse and challenging environments and to meet deadlines.
     

 Languages

  •  Excellent knowledge ( written and oral) of English or French and very good knowledge of the other.
