The Government of Tajikistan is in the process of drafting its new anti-corruption strategy, to be applied in 2013. The new strategy will put greater emphasis on the education sector than the previous strategy, as recent public opinion polls have revealed a perception that education is one of the sectors most susceptible to corruption in the country.
 
In this context, IIEP helped facilitate a workshop (1–5 June 2012) in the capital, Dushanbe, at which were discussed: mapping corruption risks in the education sector; methodologies to track educational expenditures; strategies to improve transparency and accountability in key domains (in particular, financing, teacher management and behaviour, exams); and ways to promote the right to information in the education sector, as well as social control.
 
The discussions highlighted the need to:
 
  • better investigate risks of leakage of funds, as part of the reform to introduce per capita funding in the education sector;
  • develop a unified and transparent admissions system to universities (a new testing system should be introduced soon);
  • strengthen the capacities of the Agency of State Financial Control and Anti-corruption, particularly in the area of auditing.
Organized by the Anti-corruption resource centre (U4) and GIZ, the workshop gathered high-level representatives from the Ministry of Education, the Ministry of Finance, the Ministry of Labour and Social Protection, the Agency of State Financial Control and Anti-Corruption, the National Institute for Development and Qualification of Education Sector Personnel, and the Committee on Youth, Education and Culture at the Parliament. School principals and chief accountants of schools, members of civil society organizations, as well as development partners also participated.
