MESSOU DIOMANDE

Economics, statistics, budgeting and finance, simulation models and costing of strategic plans, national education accounts, and costs and financing in education

Messou Diomande is an Economic Statistical Engineer in his role as Assistant Programme Specialist in the costs and financing cluster of IIEP's Technical Cooperation Team.

His main work focuses on the development of financial planning and budgeting tools to support planners in the education and financial systems of UNESCO Member States. He also contributes to the development and teaching of training modules in budgeting and financial management, and in projection and simulation models.

His areas of intervention cover the development of education policy simulation models for the costing of education sector plans, as well as the development of national education accounts to assess and analyse all financial flows in the education sector, both in terms of its financing and the costs of producing education activities.

In particular, he has contributed to the preparation of the national education accounts in Laos, Senegal, Togo, and Uganda. He has also been a key player in the development of a new generation of education policy simulation models initiated in Senegal, incorporating the logical framework of strategic plans, the production of documents required for programme budgeting and the costing of SDG 4 targets, the principles of which were then replicated in Pakistan and Myanmar.

Before joining IIEP, he held various positions as a Statistical Consultant and Economist.
