Overview of the functions of the post

Pôle de Dakar is a branch of UNESCO’s International Institute for Educational Planning (IIEP) based in Dakar, Senegal. It is specialised in educational sector analysis focusing on Africa. Pôle de Dakar supports IIEP’s regional strategy and, more broadly, that of UNESCO and its vision for a sustainable development model through the strengthening of national institutional capacities. 

Its main mission is to support African countries in defining “credible education system development plans”, a condition of the partnerships initiated at the time of the Dakar declaration and the Education 2030 agenda. Pôle de Dakar contributes to the production of diagnostic analyses, sector plans and pedagogical tools, and to institutional capacity development in Africa, with a view to more relevant and sustainable educational policies aiming at the attainment of Education For All and the Sustainable Development Goals (especially SDG 4 for education). Pôle de Dakar is also actively involved in knowledge production on the education sector in Africa. 

 

Pôle de Dakar’s mission covers a range of activities such as: 

 

  • Support countries in carrying out sectoral activities (diagnoses, physical and financial simulations, budget programming, etc.) for the development of sustainable educational strategies; 
  • Support countries in conducting sub-sectoral and thematic preliminary studies and analyses to enable more effective education system monitoring and management; 
  • Support countries in the implementation of renewed vocational training policies; 
  • Produce thematic or regional analytical studies and summary reports; 
  • Produce methodological tools for education sector analysis and planning; 
  • Provide different forms of training (face to face, distance etc.) for capacity development of government officials and education executives from African countries. 

 

All these activities place considerable importance on the link between the offer of education and training and the labor market.

 

Under the overall authority and of the Head of the Pôle de Dakar and the direct supervision of the Referent of the analysis and planning team, the incumbent will mobilize his skills essentially in statistical and economic analyses tools to successfully carry out his/her portfolio’s activities. He/she will contribute to implementing the designated activities and participate in activities conducted in selected countries The work and production conducted will subject to an internal validation process under the responsibility of the Coordinator. More specifically, the selected candidate will be assigned the following tasks:

1. Assist African countries in the development, implementation and monitoring of their educational and training policies in relation with the economic demand: 

    a. Support in the development of education sector diagnosis, including analysis of the external efficiency in link with the technical and vocational education and training and of the higher education with the labor market;

    b. Support the discussions and definitions of educational policy tradeoffs and the development of national strategy documents (education policy orientation document, expenditure medium term financial framework, simulation models, sector plan) in connection with the economic demand.

2. Support international initiatives for the SDG4 and of the Education 2030 Framework for Action: 

    a. production of comparative analysis and synthesis on the state of education in Africa, with a focus on the sub-sectors of TVET and higher education and of the development of skills;

    b. designing of assessment tools of evaluation of analysis, of planning and of monitoring of implementation of national plans for the development of education and training, among others, in link with the economic demand;

    c. development of training materials and/or outreach in link with the labor market.

3. Contribute to the training activities and more specifically:

    a. to the delivery of the training in education sector analysis developed by the Pôle de Dakar for educational actors - mainly national technical staff and development partners - in collaboration with the University Cheikh Anta Diop of Dakar, the University of the Gambia and other potential partner universities, in particular by intervening on the analysis of external efficiency;

    b. to the development of the training in management of vocational training, to its delivery and its tutoring;

    c. to the development of short training in analysis, planning, management of education and training at the request of Members States.

4. Contribute to the production, use and dissemination of information in education sector: 

    a. participation in the completion of methodological tools and knowledge, for instance, on the aspects of education and training in link with the labor market;

    b. participation in updating the website www.poledakar.iiep.unesco.org, the portal web www.pefop.iiep.unesco.org and interactive space for documentation and exchanges around the planning and management of education and training (digital bibliography, statistics, policy documents, checklists sector reviews, etc.).

5. Perform all other duties as assigned by the Head of the Pôle de Dakar.

 

Required qualifications

Education

Advanced university degree (Master’s degree or equivalent) in the field of economy and/or statistics.  

Work experience

  • Minimum 4 years experiences in sector analysis, planning and management of education and training systems, including experience working with development partners.
  • Experience in applying of statistical and econometric techniques. 

 

Skills/Competencies

  • Excellent communication skills (oral and written). 
  • Good organizational and coordination skills. 
  • Ability to work under pressure and attentive to details and quality of work. 
  • Knowledge of African education systems and particularly sub-sectors of TVET and higher education.
  • Proven expertise in external efficiency analyses and the link between education and labor market in the context of developing and, more specifically, African countries. 
  • Capacity to carry out regular missions, especially in diverse and challenging contexts. 
  • Ability to maintain effective working relationships in a multicultural environment. 
  • Excellent IT skills, including knowledge of statistical software such as SPSS, SAS, STATA and spreadsheets, as well as MS Office software such as Word and Excel. 

 

Languages

Excellent knowledge of French or English and good knowledge of the other language.
 

Desirable qualifications

Languages

Knowledge of Portuguese.

Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt of income taxes. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
