Practical information and application

Due to the consequences of COVID-19 pandemic, IIEP Specialized Courses Programme will exceptionally be delivered remotely in 2021. The course Using learning assessment data to monitor SDG 4 progress consists of a 8-week online training (5 July - 27 August 2021) involving 12-15 work hours per week. It is preceded by a 12-day preliminary phase (23 June – 4 July) to get acquainted with the e-learning platform and to meet the other participants and IIEP instructors.

Admission to this course is open to all candidates who meet the requirements.

Course objectives

To analyze the quality of and equality in education, so as to monitor the progress of Sustainable Development Goal 4.

At the end of the course, participants should be able to:

  • Review international debates on concepts, terms, and indicators that are associated with the educational policy discourse around the monitoring and evaluation of the quality of education;
  • Evaluate the feasibility of carrying out learning assessments for their own country context, taking into consideration the purposes, target population, subjects tested, test frameworks, etc.
  • Develop analytical skills that are required to process and interpret data about quality of and equality in education, in order to translate research results into policy and planning.

Structure

  1. Steps in educational planning cycle and the concept of the quality of education: The first component addresses the key steps involved in the educational policy planning cycle to monitor and evaluate the quality of education, the meaning and the concept of the “quality of education”, and some key indicators of the “quality of education”.
  2. Learning assessments as approaches to monitoring learning and quality of education: The second component allows the participants to study how various existing (international, regional, and national) assessments measure the educational achievement of students, as well as the conditions of schooling.
  3. Use of learning assessment data for policy and planning: The last component covers the construction and interpretation of data tabulations and graphical displays that summarize data selected from a data archive focused on the quality of education. This work aims to respond to the concerns on the quality of education through communicating the policy suggestions based on the assessment results related to the quality of education with stakeholders in order to shape agendas for action.

Pre-requisites

Basic knowledge of descriptive statistics and good command of computer skills.

Participants' profiles

This course is designed for staff of ministries of education and planners involved in large-scale surveys aimed at guiding education policies on the quality of education. The participation of female professionals is highly encouraged.

Technology

This specialization course is held online in a “virtual classroom”. Our e-learning platform (Moodle) is user-friendly and adapted to the participants’ needs, allowing practice-oriented training and collaborative learning approach. Teaching-learning activities span a variety of interactive modules, resources and tools, including discussion forums, video and audio instructional contents, web conferencing, wikis, blogs, quizzes, and more.

The working methods call for active involvement of and contribution from each participant. Courses combine different working modalities: individual work, group work and interaction with the IIEP instructors and participants from other countries to enable constructive interactions and knowledge sharing.
