Organizational Setting

Pôle de Dakar is the International Institute for Educational Planning’s (IIEP) Africa-based office located in Dakar, Senegal. IIEP is a UNESCO specialized institute with a mandate to strengthen Member States’ capacity to plan and manage their education systems. The Pôle de Dakar, is renowned for its cutting edge educational sector analyses and supports African countries in developing realistic and credible education system development plans in support of the Education 2030 agenda, an essential part of the 2030 Agenda for Sustainable Development.  

Through a well-crafted and targeted capacity development approach, Pôle de Dakar contributes to the creation of diagnostic analyses, sector plans and pedagogical tools. Overview of the functions of the post

Under the overall authority of the Director of IIEP and the Head of the Pôle de Dakar, the incumbent shall perform the tasks that are specifically related to the Administrative Unit of the UNESCO/IIEP Pôle de Dakar; namely:

1. General Accountabilities: 

  • Provide a range of administrative management support activities to the UNESCO/IIEP Pôle de Dakar Office in Dakar by advising and supporting the Head Pôle de Dakar on all administration, budget, financial, human resources, premises-related and security matters within the Office; 
  • Ensure compliance with UNESCO policies, rules, regulations and procedures in terms of financial and human resources, as well as with provisions of Host Country Agreement; 
  • Collaborate closely as appropriate with relevant Programme Sectors and process owners at Headquarters (BFM, ADM/PRO, HRM and BFC); 
  • Provide regular and ad hoc financial and human resources information to the Head Pôle de Dakar to support informed decision-making

2. Budget Accountabilities: 

  • Advise and assist the Head of Pôle de Dakar in the budget preparation (GB 4/5 documents and related work plans, extra budgetary programmes and related project documents) and provide all relevant information required; 
  • Monitor execution of regular budget and extra-budgetary resources and advise the Head of Pôle de Dakar accordingly on their revisions.  Prepare donor reports.

3. Financial Accountabilities: 

  • Ensure the Office financial resources and expenditures are fully and properly accounted for and that internal control systems are adequate and functioning; 
  • Set up proper accounting procedures and systems as well as internal controls having regard to specific requirements of the office.  Reconcile general ledger and bank accounts.
  • Ensure procurement of equipment, services and supplies are in line with rules and procedures of UNESCO.

4. Human Resources Accountabilities: 

  • Administer day to day HR issues within the Office and ensure appropriate and timely follow-up with the IIEP Paris Administration; 
  • Liaise with the IIEP Administration and HRM on all issues relating to local UN harmonization and alignment of Human Resources management, seeking clearance on those, which may affect UNESCO and IIEP's current rules and procedures.
  • Supervise and lead the Administration team in the Office.

5. Logistics Accountabilities: 

  • Supervise the maintenance, upkeep and operation of the technical facilities and installations, keeping risks to a minimum: healthy and safe working environment; 
  • Have an effective local area network and individual workstations

Perform any other duties as assigned by the Head of the Pôle de Dakar.

Required qualifications


  • Advanced university degree (Master’s degree or equivalent) in the field of finance, business administration, public administration, accounting, or related field.     

Work experience

  • Minimum two (2) years of progressively responsible experience with a focus on finance and/or accounting, of which preferably one (1) year acquired in the UN system.

Skills and competencies

  • Ability to interpret rules and administrative guidelines and to solve routine and non-routine issues in the field of Human Resources, Finance, and budget.
  • Good management skills.
  • Good organizational and analytical skills, accuracy, discretion and sense of confidentiality, team and service-oriented, autonomy, flexibility to adjust schedules and work priorities, emphasis on quality, efficiency and results.
  • Ability to synthesize.
  • Ability propose solutions and improvements.

  • Ability to share information and know-how; ability to clearly and courteously convey budgetary information.
  • Excellent knowledge of MS Office (Excel, Word, PowerPoint). 

Language requirement

  • Excellent knowledge of French or English and good knowledge of the other.

Desirable qualifications


  • Recognized Accountancy Certification.

Work experience

  • Experience in the use of an ERP, preferably SAP, including Finance modules.
  • Prior work experience within the UN system.

Skills and competencies

  • Knowledge of the United Nations and/or UNESCO rules and regulations.
  • Knowledge of Microsoft Access Database.


  • Good/fair knowledge of Portuguese.



A written assessment exercise followed by a competency-based interview will be used to evaluate qualified candidates.

UNESCO’s salaries are calculated in US dollars.  They consists of an annual net base salary (indicated above) plus annual variable post adjustment (indicated above), which reflects the cost of living in a particular duty station, as well as exchange rates.
