Overview of the functions of the post

Under the overall authority of the Director of the UNESCO International Institute for Educational Planning and the direct supervision of the Finance and Administrator Officer, the Human Resources Officer provides a range of services focused on the planning, execution and monitoring of HR management, including the provision of guidance, advice and support to managers in specific HR areas, such as; HR planning, contractual arrangements, recruitment, performance management, career development and training, staff services and classification. In particular, s/he will :

1- Support senior management in the development and administration of IIEP's HR needs: Participate in the preparation of staffing plans; Identify, analyse and monitor IIEP's recruitment needs; Provide proactive advice and technical assistance in support of the implementation and the administration of performance appraisal systems.

2- Coordinate staff training and development: Evaluate, plan, develop and implement individual and institutional training programmes to meet identified needs, including formal training courses, group workshops, orientation and on-the-job training in line with HR plans and availability of funding. 

3- Develop and implement recruitment plans and programmes aligned to IIEP's goals and priorities: Ensure timely and efficient filling of vacancies; Support the preparation of updated job descriptions and vacancy announcements and liaise with HRM on the timely classification of posts; Supply information to potential applicants concerning the duties and responsibilities of vacant posts and  working conditions; Coordinate and participate in interview panels and oversee the selection process results; Prepare job offers for non-staff contracts and negotiate contract details, in consultation/ co-ordination with HRM; Assess the effectiveness of the recruitment process and keep abreast of new selection techniques. 

4- Within the limits of delegated authority, advise managers on the design of positions, the preparation of job descriptions to ensure internal relativity, accuracy and completeness for classification purposes. 

5- Provide preliminary interpretation of legal instruments, such as the Host Country Agreement, statutes, regulations and rules, resolutions or other legal materials relevant to the work of the Institute; and give legal advice on issues of limited scope e.g. the application of administrative rules and regulations.

6- Provide advice on the interpretation and application of the Staff Regulations and Staff Rules and HR policies to both managers and staff. Identify need for new or modified HR policies, practices, rules and regulations and review, initiate or propose action, as required. 


Required qualifications


Advanced university degree (Master’s degree or equivalent) in Human Resources Management/Development or Business Administration.


Work experience

  • Minimum 4 years of progressively responsible relevant experience in the field of human resources management, of which preferably 2 years acquired at international level. 
  • Relevant experience in performance management.



  • Excellent knowledge of the human resources management field. 
  • Strong managerial skills combined with leadership flexibility demonstrated by performing and overseeing the analysis of complex human resources issues.
  • Tact, discretion, good judgment and decision-making skills. 
  • Ability to communicate on complex concepts orally and to prepare written material in a clear, concise and meaningful manner.
  • Strong IT skills, including knowledge of MS Office software such as Word and Excel.



Excellent knowledge of English or French and  good knowledge of the other. 

Desirable qualifications

Work experience
Prior experience within the UN system. 

Skills / Competencies
Knowledge of UNESCO Rules and Regulations.

Knowledge of other UNESCO official languages, especially Spanish.


Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt from income tax.
