The new Sustainable Development Goals aim to ensure inclusive and equitable education and promote lifelong learning opportunities for all by 2030. It also entails free, equitable and quality primary and secondary education that will lead to relevant and effective learning outcomes for all girls and boys. While this ambitious agenda will shape conversations around education for the next 15 years, it is also vital that a framework is in place to monitor the achievement of these goals.
To help advance this discussion, the soon to launch IIEP Learning Portal will host an e-Forum from 16-27 November 2015. Entitled ‘Inclusive and equitable quality education for all: Towards a global framework for measuring learning?’ this participatory online event will explore the extent to which current learning assessments meet the needs for monitoring learning outcomes in different regions and education systems across the world.

Participants will be invited to contribute and engage with expert moderators and guests on the following questions:
- What are the advantages and challenges of existing international learning assessments?
- How can existing international assessments be made relevant for countries?
- What are the advantages of using regional approaches to assess learning outcomes?
- How can national assessments and exams be designed to give feedback to pupils, teachers and schools on the quality of learning?
- How could international tests be used as a supplement to national assessment systems?
- How to ensure that every country has the necessary competence and capacity to develop and implement a comprehensive framework for learning assessment?
A gateway to key resources on learning worldwide
The IIEP Learning Portal will launch prior to the e-Forum as a new interactive platform created to help decision-makers worldwide plan for quality education and improved learning outcomes. Bringing together more than one thousand resources in a searchable database, the IIEP Learning Portal will offer—at no cost to users—comprehensive, up-to-date and relevant information on learning issues, from primary through secondary education. The platform’s Monitor Learning section will also provide resources on how to develop indicators for measuring learning and quality education, and offers information about the design and use of learning assessments.
This new community and online reservoir of resources on learning responds to a growing number of Member States requesting guidance on how to integrate learning into the educational planning cycle. While many countries have expanded access to education since 2000, when the six Education for All (EFA) goals were established, recent studies have indicated low levels of learning among primary school children. Worldwide, 59 million children are out of school and 250 million children are not learning the basic skills they need to reach their full potential, earn a decent livelihood and participate fully in society.
