Provincial planning and Inspection-Supervision
The Angolan Ministry of Education and IIEP are engaged in a three-year (2009-2011) cooperation partnership in eight pilot provinces funded by the European Union.
IIEP is implementing two components of the Project of Support to Primary Education (PAEP):
- the formulation of provincial education sector development plans and
- the revision of the national educational inspection policy.
Capacity development
The development of MED staff capacity is at the heart of IIEP’s approach. The work carried out by MED and IIEP’s specialists (IIEP-Paris and IIEP-Buenos Aires) focuses on real-life assignments. By 2011, the project’s intended results are:
- an increased technical capacity of the concerned Provincial Education Directorates’ staff in planning techniques and the production of eight provincial plans.
- the revision of the national inspection policy and a new inspection strategy focused on the evaluation of schools.
Two recent missions
In November 2009 and January 2010, IIEP and MED defined general technical guidelines for the revision of the inspection system and made some headway in the development of provincial plans through hands-on training workshops. The January workshop held in Huambo focused on developing province-specific projection models that will allow provincial educational authorities to dialogue on and to set development objectives province by province.
Upcoming
The immediate forthcoming workshop is planned for 22-26 February in Benguela Province.
A training program provincial inspection teams will be launched in April 2010.
