Successful Education Systems for a Changing World

Policy seminar held in Shanghai, 16-19 September 2009.

Co-organized by IIEP and the Shanghai Academy of Educational Sciences (SAES), an ANTRIEP member institution, and hosted by the Shanghai Normal University, this policy seminar brought together some 50 people, about 20 of whom were from ANTRIEP member institutions and others from 16 Ministries of Education and international agencies.

The seminar’s guiding interrogation was: How can we improve the monitoring and evaluation of educational systems and of their administrations? While much information exists on the participation by students and the performance of schools, in most countries little attention is given to monitoring the effectiveness of the education administration.

Against this background, the seminar covered three topics:

  • How can the administration become more effective? What are the key constraints in its functioning?
  • Can the existing monitoring and evaluation tools (supervision, examinations and assessment, and Educational Management Information Systems) provide needed information about the effectiveness of the system and its administration?
  • What reforms are being implemented, and what are their successes and challenges?
