Official from St. Kitts and Nevis impacted by high-level educational training programme

 IIEP-UNESCO offers training in educational planning and management suited to the contexts of various participants from around the world. One such person who benefitted from our 6-month intensive Education Sector Planning course last year was Dr. Neva Pemberton, education expert and resident of St. Kitts and Nevis.

During her training Dr. Pemberton was based in Paris and was exposed to in-depth training, exploring fields such as statistical tools and indicators, strategies and policy options, projects, budgets, and performance assessment frameworks.

Since returning from IIEP, Dr. Pemberton was promoted to Chief of Education Planning for St. Kitts and Nevis, and she is part of the team currently finalizing their five year education sector plan, which will take effect in 2017. Dr. Pemberton notes that IIEP has provided some key technical assistance in this strategic planning exercise to the Ministry of Education.

IIEP training programmes are designed for planners, policy-makers and researchers. IIEP targets both educational institutions and individuals, and works in both national and international contexts. In recent years, IIEP has notably spearheaded research projects to identify new approaches that planners can utilize to improve equity, access and quality in the various educational sectors.

While attending her IIEP-UNESCO training course on Education Sector Planning (ESP), Dr. Pemberton was on secondment from the Nevis Island Administration Ministry of Education.

Referring to her experience during the IIEP training programme, Dr Pemberton stated: “IIEP's course has challenged me to think critically about the opportunities and obstacles in education planning in a small island state context. I am ever grateful for the strong professional relationships that have resulted from my participation in the ESP course. It is wonderful to be able to reach out to instructors and fellow participants alike, to get pointers that can help me in my day-to-day work.”

IIEP collaborates with a wide range of ministries amongst the UNESCO Member States to help develop their plans. Dr. David Doyle, Ambassador of St. Kitts and Nevis to UNESCO who is based in Paris, remarked “We certainly welcome the critical opportunity provided by UNESCO. In offering granular training in education planning and management, which will enable us to strengthen the capacity and expertise of the ministry of education via high-caliber staff, like Dr. Pemberton.”
