This paper examines briefly the separation of planning activities from administration and analyses the inter-relationships between planning and policy-making within the educational enterprise. It investigates the relationships between organizational levels and the stages of planning and shows where consensus is required in the planning process and where consultation and participation are appropriate. The author puts forward some suggestions as to why consultation and participation are not more characteristic of the work of planners and administrtors, and raises the drawbacks of participation. He finally proposes a participative structure for educational policy, administration and planning.
