Overview of the functions of the post


Under the overall authority of the Director of IIEP and direct supervision of the Team Leader, Training and Education Programmes (TEP) within the framework of IIEP’s mandate and Medium-Term Strategy (MTS), the Programme Specialist will perform the following duties:

1. Enhance IIEP training materials offer in terms of compliance to SDGs and other key initiatives with a focus on equity and inclusive education and innovation :

  • Review the current training offer in terms of compliance to those aspects of the SDGs that IIEP focusses on as per its MTS.
  • Identify references and materials to enhance existing materials.

2. Take leadership for the development and management of the 2018 Summer School on Planning for Inclusive Education:

  • Develop the curriculum for the 2018 Summer School Curriculum on Inclusive Education.
  • Develop a network of key practitioners in inclusive education, working particularly closely with UNESCO Focal Point for Inclusive Education, the UNICEF Focal Point for Inclusive Education and other key agencies.
  • Manage the logistical planning for the summer school meeting with support from the TEP Assistants.

3. Develop a distance education course on Planning for Inclusive Education:

  • Develop the curriculum for the course in collaboration with key colleagues and partners.
  • Manage the logistics for the course with support from TEP Assistants.
  • Plan, organize and animate online forums related to the course.

4. Collaborate with the R&D (Research & Development) section on enhancing IIEP’s research and information base on planning for distance education.

5. Participate and contribute to materials development for Technical Cooperation in the area of equity and inclusive education and may take part in overseas training for IIEP in the area of inclusive education.


Required qualifications


Advanced university degree (Master’s or equivalent degree) in the field of education or a related area to educational planning and management, economics or social sciences, planning of inclusive education and inclusive pedagogy. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.  

Work experience

A minimum of 4 years of professional experience in planning projects/programmes and/or training in the area of inclusive education, of which preferably 2 years acquired at international level. 


  • Strong command of quantitative and qualitative data analysis in the field.
  • Excellent coordination and interpersonal skills, including ability to work in a multi-cultural environment.
  • Excellent communication skills (oral and written).
  • Excellent IT skills, including knowledge of MS software (Word, Excel etc.) 


Excellent knowledge of French or English and good working knowledge of the other language.

Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home leave travel, education grant for dependent children, pension plan and medical insurance.
