Overview of the functions of the post

Under the overall authority of the Director of IIEP and the direct supervision of the Head of the Technical Cooperation Team, and within the framework of the Institute’s Medium-Term Strategy, the Programme specialist will:

1. Manage technical assistance activities with selected Member States in the areas of educational planning and management:

  • Development of proposals for programmes and projects.
  • Plan for their implementation.
  • Liaise and coordinate with national and international partners.
  • Monitor their implementation, including through the preparation of reports.

2. Undertake technical assistance activities with selected Member States in particular in the areas of strategic plan preparation, and of costing and financing of education systems:

  • Prepare and carry out technical assistance missions.
  • Prepare and facilitate specific training workshops.
  • Provide advice, guidance and technical monitoring.

3. Undertake training activities, particularly in the areas of educational plan preparation and of costing and financing of education systems:

  • Take part in residential and distance training programmes at IIEP and in the regions, including the Advanced Training Program (ATP).
  • Support the preparation of relevant training materials.
  • Organize seminars and workshops in selected areas.
  • Liaise when required with training institutions in selected Member States.

4. Undertake analytical work on specific themes related to educational planning, and costing and financing of education systems:

  • Respond to requests by national or international partners for such analytical work, through preparing detailed proposals.
  • Assure the implementation and follow up of such work.
  • Disseminate the results, through the drafting of reports and policy briefs.

5. Identify possible technical assistance programs, and after approval from the Team Leader and the Director’s office, participate in negotiations on these proposals.

6. Represent IIEP at meetings and conferences to which the Institute is invited.

7. Undertake additional activities that may be required to ensure the success of the team and of the Institute.


Required qualifications


Advanced university degree (Master’s degree or equivalent) in the field of education or related areas to educational Planning and management, economics or social sciences.

Work experience

  • Minimum 4 years of relevant professional experience in the field of educational planning and management, of which preferably 2 years acquired at international level.Experience in project design and management.



    • Good knowledge of the state of education in the context of developing and/or emerging countries, in particular of those related to educational planning and management.
    • Thorough understanding of effective strategies for improving educational planning and management.
    • Strong competence in the design, management and implementation of development programs.
    • Competence to design and implement training programs and workshops.
    • Ability to perform regular missions, especially in diverse and challenging contexts.
    • Ability to work with in a multicultural environment.
    • Ability to adapt to changing circumstances.
    • Ability to develop positive collegial relationships, and to build trust.
    • Good communication skills (oral and written).
    • Excellent IT skills, including knowledge of MS software (Word, Excel etc.).


Excellent knowledge of English and good working knowledge of French.

Professionnal experience

Prior experience within the UN system. 


Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt from income tax.
