This document reviews adult education programmes prior to independence (government and non-government programmes, University of Zimbabwe) where practically no place was given to literacy and basic education programmes. This document outlines the significance of adult education for Zimbabwe: community participation, larger contribution to development, manpower training, resettlement of people, cultural identity. General characteristics of planned adult education programmes, including literacy and basic education as well as vocational and technical training, are described. In conclusion, the author considers the implementation of such programmes under their various aspects: political support, administrative structure, costing and financing and resource development
