Khadim Sylla is a Programme Specialist. He is an expert on strategic planning design, Education Management information systems, School mapping and education indicators.

He coordinates the ten-year strategic plan of education in Chad and the implementation of a new Education Management Information system In RDC and Seychelles, using ITC technologies.

Khadim Sylla conducts research projects on the use of ITC in educational planning and has developed, in collaboration with Microsoft, a mobile phone application for data collection and dissemination to support Planning department in decision making based on evidence and to increase transparency in education.

He has managed several projects for the development of such systems (Chad, Côte d'Ivoire, Kosovo, Mali and Niger, Senegal, RDC, Madagascar, Seychelles, etc.), and has provided both training (IIEP’s Advanced Training Programme, sub-regional courses) and technical support (Angola and Chad).

He has coordinated the training module on school mapping and is currently the coordinator of EMIS module in the framework of ATP.

Before joining the IIEP, Khadim Sylla held teaching and research posts at the University of Limoges (France) from 1993 to 1995.


PhD engineer in computer science/information systems, Master degree (DESS) in economics, majoring in financial and economic project analysis, and Master's in mathematics.
