Overview of the functions of the post

Under the authority and the direct supervision of the Director of the International Institute for Educational Planning (IIEP), and within the framework of IIEP's Medium-Term Strategy, the incumbent will lead and coordinate the development, implementation, monitoring and evaluation of the Information Services programme. He/she will manage, advise and report on the Information Services programme objectives, design, funding and delivery against objectives. He/she will provide strategic leadership for external outreach and internal knowledge dissemination and identify tools and systems to ensure the effective and efficient delivery of communication and publication services to support IIEP programmes in the areas of research, technical assistance and training. In particular, the incumbent will:

  • Lead and manage the Information Services team and programme, supervising a team of Professional and General Service staff that include those working on communication, writing and editing and publication production.
  • Identify and recommend a strategic vision for strengthening Information Services within the IIEP Medium-Term Strategy, in consultation with principal stakeholders. Develop a knowledge dissemination strategy that contributes to positioning IIEP as the reference knowledge hub in education planning at international level. Translate that vision into strategies and policies.
  • Manage the Institute's Constituency Relations Management (CRM) system in order to support the knowledge dissemination strategy. This includes overseeing the continuous updating of contacts, leading Contacts and Events modules to optimize marketing, and supporting the Resource Mobilization module.
  • Provide advice and policy guidance to IIEP Programme Specialists contributing to Information Services activities, projects and programmes and support them in developing knowledge sharing tools.
  • Provide advice and expertise to IIEP’s officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipate and resolve communications/public relations issues.
  • Identify opportunities for mobilization of resources from public and private donors, including Member States, foundations and institutes. Negotiate and secure such funding and monitor overall levels of cost recovery for Information Services programme and projects.
  • Develop strategic partnerships with key constituencies, including media organizations, to elicit support and maximize impact of promotional objectives.
  • Contribute to internal communications strategies.

 

Competencies

 

Required qualifications

Education

  • Advanced university degree (Masters or equivalent degree) in international development, journalism, marketing, public relations, information and communication, social sciences or related field.      

Work experience

  • Minimum 7 years of relevant experience in the field of publications, communication, advocacy or related information services, of which preferably 3 years acquired at international level.
  • Experience in coordinating, managing and implementing projects/prigrammes within a corporate communication strategy.
  • Experience managing staff and teams.

Skills/Competencies

    • Excellent coordination and interpesonal skills.
    • Demonstrated strategic planning and management skills, capacity to administer financial resources and exercise appropriate supervision and control.
    • Proven ability to communicate, advocate, and negotiate with colleagues, staff and stakeholders at all levels within and outside the Organization.
    • Capacity to build and maintain partnerships with internal and external stakeholders.
    • Demonstrated ability to communicate effectively and persuasively with proven ability to prepare and draft high quality documents including visual communication, and to make effective oral presentations to both technical and general audiences.
    • Ability to lead and motivate teams and staff and to maintain effective working relationships in a multi-cultural environment.
    • Excellent IT skills, and good understanding of the emerging communication and information technologies.

Languages

  • Excellent knowledge of English or French and a good knowledge of the other language.

 

Desirable qualifications

Work experience

  • Field experience with International Organization and/or United Nations Organization/agency. 
  • Experience in using Constituency Relations Management systems.

Skills/Competencies

  • Familiarity with the work and general functioning of international organizations and/or the UN system.

Languages

  • Knowledge of other official UNESCO languages (Spanish, Arabic, Chinese, Russian).

 

Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt from income tax.
