Institutional development

To achieve EFA and the MDGs, thousands of planners and managers are needed at all levels of education systems throughout the world.  IIEP supports the establishment and development of national and regional training institutions in order to develop sustainable capacity to train educational planners at country level.  programmes. It is hoped that RCEP will help respond to the high need for training educational planners within the Arab Region in the foreseeable future.

As an example of such co-operation at the regional level, IIEP presently supports the Regional Centre for Educational Planning (RCEP) based in Sharjah, United Arab Emirates. RCEP was officially inaugurated in October 2007 and has a Governing Board made up of the seven Ministers of Education of the Gulf Cooperation Council (GCC) in addition to UNESCO Headquarters and IIEP. The Center operates under the auspices of UNESCO. IIEP has so far assisted by conducting a feasibility study for the establishment of RCEP and will be engaged in the development of its training programs and materials as well as training RCEP trainers and coaching them in launching RCEP

An example of cooperation at the national level is IIEP’s assistance to the National Institute for Educational Training (NIET) at the Palestinian Ministry of Education and Higher Education (MoEHE) in Ramallah (Palestinian Territories). NIET’s responsibilities include identifying capacity development needs and relevant training of MoEHE personnel at all levels of the education system. These functions directly support the implementation of the Palestinian Education Development Strategic Plan (EDSP) and seek to improve the management of the education sector at large. Together with other development partners, IIEP will also assist NIET in restructuring itself and in developing its training and research capacity in order to undertake capacity development at central MoEHE, district and school levels.
