Education budgets and financial management

Financial resources available for educational development are now increasingly subject to serious constraints in most of the countries worldwide. The low economic growth and the need to deal with budget deficits, and eventually balance them, have led the Governments to restrict their expenditure substantially, wherever possible. Efficient financial management and budgeting of education depend on an accurate anticipation of requirements and the cost-efficient use of available resources. In such conditions, managers must consistently seek to make better use of the available funds.

Aims

The central aim of this specialised course is to enhance the competence and expertise of those interested, qualified and concerned with the potential of sound financial management and budgeting, as applied to education, by providing them with the necessary knowledge and skills related to:

  • The role and place of financial management and budgeting within the context of educational planning and management;
  • The importance of building a medium term expenditure framework for integrating policies, plans and budgets;
  • Preparing measurable performance indicators; and
  • Analysing the modalities of external aid regarding the education budgeting.
