Overview of the functions of the post

Under the overall authority of the Director of IIEP and the immediate supervision of the Head of the Technical Cooperation (TEC) Team, the incumbent will work mainly in the field of crisis-sensitive educational planning. The incumbent’s tasks will be to provide support to (a) the design and development of capacity development programmes, in cooperation with Education Ministries in crisis-affected countries; and (b) the implementation of capacity development programme activities. The incumbent will also contribute to corporate IIEP's training activities, research and communication. 

Main tasks and responsibilities:

Support the design and development of IIEP’s capacity development programmes related to crisis-sensitive educational planning:

  • Under diverse political and geographical context and in close working relationships with UN and other development partners and stake-holders as well as staff and officials of Education Ministries in target countries: carry out research; devise and prepare guidelines, frameworks, implementation plans and other project documents, including budgeting cycles.

Support implementation of crisis-sensitive capacity development programmes:

  • Support the monitoring of the implementation of capacity development programmes in crisis-sensitive areas by devising and preparing schedule of implementation, project cycles, etc.;
  • Devise modalities and milestones for assessment and for daily programme and financial management; preparing and/overseing narrative and financial reporting; 
  • Draft terms of reference for consultants;
  • Provide support to national training programmes in educational planning and management;
  • Establish and maintain close working relationships with UN and other development partners and stake-holders as well as staff and officials of Education Ministries in beneficiary countries during all phases of the project;
  • Establish and maintain effective working relationships with UNESCO Headquarters and Field Offices.

Contribute to corporate IIEP’s training activities:

  • Support training workshops in countries;
  • Support to the integration of crisis-sensitive planning in IIEP’s Advanced Training Programme (ATP) by ensuring proper visibility of crisis sensitive capacity development activities;
  • Support IIEP’s distance and blended courses.

 

 

Required qualifications

Education

Advanced university degree (Master’s degree or equivalent) in education, social sciences, international relations or related fields.

 

Work experience

  • Minimum 2 years of professional experience working on issues related to education in areas and States in conflict/ emergency and/or reconstruction of which preferably 1 acquired at international level. 
  • Experience in educational planning and management.

 

Skills/Competencies

  • Ability to interact with Ministries and development partners on technical assistance programs.
  • Ability and willingness to travel regularly on mission to diverse and difficult areas.
  • Proven technical skills in supporting educational planning in diverse and difficult contexts. 
  • Proven capacity to communicate orally in public and excellent advocacy skills.
  • Strong analytical and synthetic skills and good capacity to undertake analytical and synthetic writing, including preparation of training materials and policy briefs.
  • Ability to learn quickly and on the job and under pressure.
  • Good team building. Client-Oriented. 
  • Ability to establish and maintain effective working relationships in a multicultural environment.
  • Strong IT skills, including knowledge of MS Office software such as Word and Excel. 

 

Languages

Excellent knowledge of English or French (oral and written) and good knowledge of the other. 
 

Desirable qualifications

Languages

Knowledge of other UNESCO official languages (Arabic, Chinese, Spanish, Russian) .

Benefits and entitlements

UNESCO’s salaries are calculated in US dollars and paid in Euros at Headquarters, exempt from income tax.
