Description


The Education Sector Analysis (ESA) and Education Sector Plan (ESP) are national documents, drafted and validated by South Sudan’s Government. They are used by decision-makers to monitor and refine national education policy frameworks. The ESA and ESP are the result of the collaboration from 2015 to 2016 between IIEP, different ministries from South Sudan and various development partners, such as the Education Cluster. A national team, tasked with carrying out the ESA and ESP, received technical support from IIEP during several missions to Juba and through distance support. 

The first ESA was a detailed analytical document that offered an evidence-based and comprehensive picture of South Sudan’s education sector. It was designed to highlight the main strengths as well as inefficiencies in the allocation and use of resources. It enabled decision-makers to orient their national policies and provide relevant analytical information for the dialogue between the Government and actors involved in the education sector, including development partners. It enhanced a more efficient and equitable use of resources. 

The second ESA was the first to mainstream risk-disaster and conflict analysis throughout the report. Equity analyses were also mainstreamed with a specific focus on state-level studies to reflect the decentralized nature of the education sector.  

ESAs are based on an empirical and factual approach, requiring the collection and analysis of numerous data. The ESA working approach was based on a participatory process involving national members at all stages of the process. This strengthened national capacities through the empowerment of national members and the promotion of learning through practice ('learning by doing'), and ensured better national ownership of the outcomes and results by key national stakeholders. 

The ESP identified key areas for reform based on trends and priorities. It defined the major educational priorities and targets for the government over the three years after the expiration of the current General Education Strategic Plan GESP 2017-2020 (ESP will be considered as a Transitional Education Sector Plan for GPE endorsement). The ESP provided a monitoring and evaluation framework through key performance indicators for the education sector.
