Description


In November 2014, Tanzania’s former Ministry of Education and Vocational Training (MoEVT) requested UNESCO’s support for the elaboration of an Education Sector Analysis (ESA) and the Education Sector Development Plan (ESDP). The ESDP technical proposal was finalized in 2016. Aligned with the national development plans and budgets, ESDP serves until 2021 as the core strategic document for the development of Tanzania’s education technical aspects. 

The program was coordinated by UNESCO Dar es Salaam and IIEP led the technical aspects. Further technical support was provided by the Institute for Lifelong Learning (UIL), the International Bureau of Education (IBE) and UNESCO-Paris Headquarters’ Sections on Teachers Education and Technical and Vocational Education and Training (TVET). Throughout the process, the Ministry of Education, Science and Tecnology (MoEST), the President’s Office for Regional Administration and Local Government (PO-RALG), and the Ministry of Community Development, Gender and Children (MCDGC) were involved. 

The project encouraged a participatory (‘learning by doing’) approach. In order to build national capacities for cost-effective education management, a National Technical Team composed of 21 government officials from the three participating government institutions, completed a series of working sessions. 

Overall, the project achieved the intended goals. However, the project faced two challenges around the defining of policy objectives – which resulted in the development of a “technical proposal” –and which data would be used.
