Description

The second phase of an institutional capacity development project for Education Sector Planning (ESP) in Thailand took place from 2014 to 2016. The project’s general objective was to increase sustainable education planning capacity in central and decentralized levels in Thailand. 

During the project’s implementation, IIEP worked in close partnership with UNESCO Bangkok’s Education Policy and Reform Unit. The national side of the project was managed by the Thaï National Commission for UNESCO. Using specifications provided by IIEP, the Commission set up an inter-institutional Specialized Technical Advisory Team (STAT). The STAT was composed by national experts from all departments of the Ministry of Education (MoE); the NIDTEP, an organism in charge of professional development programmes for teachers and education administrators; and professors from the departments for education administration and education financing from Chulalongkorn and Thammasat Universities.

A specialized translator with educational planning experience worked with IIEP and STAT in translating into Thaï six IIEP training modules on Education Sector Planning (500 pages) and adapting them to local contexts. The same partners cooperated in the design of a bilingual English-Thaï glossary composed of 250 technical terms and concepts, including definitions and examples. Its purpose was to standardize technical Thaï language in education planning. It will be submitted to the Rajabandith Royal Institute for official use. 

A workshop to train future trainers also took place in August 2015 to familiarize them with the contents of the ESP materials in Thaï language. STAT members who worked alongside IIEP throughout the project and master ESP contents will also act as trainers.
