This paper discusses some of the lessons of technical assistance over the past 20 years.The first part considers some problems which arise in the use of experts .The author examines the various stages of an expert's assignement.The second part relates to the problems of training abroad.People studying abroad are divided into three categories, firstly, those who attend university or other courses leading to formal qualifications, secondly, those who attend special courses for people from overseas, and thirdly, those who come for practice or observation, often individually.Each category raises specific problems.
