Review mission of the Sida Advisory Team to Cambodia
The Sida Advisory Team review mission to Cambodia took place from 12 to 26 March 2010. The mission was carried out with the Fast Track Initiative review team and, in line with donor harmonization, as part of the annual sector review conducted through the Cambodian Education Congress.
Since 2001, IIEP, based on its longstanding experience in planning, has acted as the advisory team for the Swedish International Development Cooperation Agency’s (Sida) education support programme in Cambodia, which has been implemented by UNICEF for over a decade.
The most important achievements of the Sida/UNICEF partnership have included: moving towards a Sector Wide Approach (SWAp); institutional strengthening of the Ministry of Education, Youth and Sports; skills development; and mainstreaming of innovations to reach out to underprivileged children.
The main objectives of the Sida Advisory Team mission were to:
- assess the outcomes and effectiveness of UNICEF’s Expanded Basic Education Programme II in 2009, in terms of progress made and constraints and challenges faced;
- review and share experiences gained and major lessons learned;
- and identify priority areas for the next education support programme cycle.
The mission team underlined as major achievements of the Expanded Basic Education Programme II in 2009 the preparation of an Annual Operational Plan, strengthened Ministry leadership, progress in terms of donor harmonization, and increased attention of Ministry policy-makers to Early Childhood Education.

Meeting with IIEP former trainees
IIEP has trained a critical mass of trainees in Cambodia through its Advanced Training Programme (18 trainees since 1990), 14 of whom are still working for the Ministry of Education, Youth and Sport, including eight within the Department of Planning, where they have made a significant difference. We had the pleasure of meeting a number of them during our review mission.
