IIEP Malaysia mission contributes to OECD study

The role of higher education in city and regional development

OECD’s Programme on Institutional Management in Higher Education (IMHE)has been carrying out in-depth comparative reviews of several regions as part of a study to improve understanding of international trends and practice relating to higher education institutions and their regional engagement.

To contribute to this process, IIEP organized a mission to Penang, Malaysia, from 16 to 21 May, to review the role of higher education institutions in the development of Penang. The review focused on the interaction between higher education institutions (HEIs) and regions, and the impact of the higher education system on regional development. The key questions addressed were:

  • What policies, practices and mechanisms promote mobilization of higher education for regional  development?
  • Which contributes more to regional development: a high-performing regionally focused HE system or a world-class university?

The review indicated that higher education institutions (HEIs) interact with the local community and contribute to regional development through academic and research programmes, direct services to the community, expertise, and advisory services.
