Angola: Success for first phase of
provincial plans

Innovative approach tailors educational development plans to provincial needs
In 2009, IIEP was approached by the Angolan Government to draw up provincial educational development plans for the country, in the framework of the Project in Support of Primary Education (PSPE). Launched by the Angolan Government and financed by the European Union, the PSPE aims to address the specific needs of each Angolan province, while remaining consistent with the country’s new decentralization policy.
Success in three pilot provinces
The planning process was begun in June 2009 with provincial officials, who at the same time received training to improve their skills in educational planning. Thus, at each stage, the trainees were able to put into practice their newly acquired knowledge. This innovative method gave them a real grounding in educational planning, as well as creating a group dynamic between provinces, with each participant sharing his own experiences during the training sessions.
This first phase – which met with enthusiasm in the three pilot provinces (Benguela, Huambo, and Huìla) – will end in July 2010, after approval by the provincial authorities of the proposals developed.
