External evaluation of CapEFA programme

Capacity Development for Education for All (CapEFA) is a major extra-budgetary programme that UNESCO implements in a large group of countries, with financial support from several donors. CapEFA focuses on strengthening national capacities in four thematic areas: sector-wide policy and planning, literacy, teachers, and technical and vocational education and training.
The programme’s design and implementation are inspired by the principles of successful capacity development, such as the strengthening of national leadership and the promotion of consultative processes. IIEP is involved in the implementation of several projects, in particular those concerning sector-wide policy and planning, and collaborates closely with both UNESCO Field Offices and Headquarters.

About IIEP and CapEFA

Capacity Development is one of the core activities of IIEP. The Institute offers technical assistance through policy advice and training, as well as analysis of capacity development needs and preparation of educations sector plans. IIEP is currently a partner of the UNESCO CapEFA programme in Côte d’Ivoire, Democratic Republic of the Congo, Ethiopia, Haiti, and Mali, as well as in a regional project in the Arab States.
