GPE to fund IIEP work on education financing
Two areas supported: policy research on school grants and methodology development for better quality financing data
GPE-GRA* selected recently two IIEP project proposals to be conducted in the three forthcoming years.
First, IIEP will conduct follow-up research on Improving school financing: The use and usefulness of school grant, a project initiated in 2010 and which is part of the global research programme on Decentralization of education, begun at IIEP in 2002. With research already carried out in Eastern and Southern Africa and East Asia and the Pacific, in partnership with UNICEF, this project is focused on the design and implementation of school grants policies and their impact on equity and quality, at the school level and on the schoolchildren themselves. IIEP will extend this research to French-speaking Africa and Latin America and the Caribbean. The study will be conducted in two or three countries in both regions and include at least two post-conflict or transition countries. Starting in summer 2013, it will be completed within 3 years.
For the second project, IIEP will work with the UNESCO Institute for Statistics (UIS) and Pôle de Dakar to carry out work on Education financing: Development of methodologies to improve national reporting on financing flows. The project will help address the current lack of detailed education finance data available for national sector planning, analysis and international monitoring of EFA goals. The work will be conducted in 8 GPE countries: 5 in sub-Saharan Africa, 2 in Asia, and 1 in Central America. IIEP will lead the work on National Education Accounts, developing complete portrait of education finance flows for two countries, along with a concrete example of implementing National Education Accounts that will serve as a model for other countries. It is expected to start in mid-2013 and to be completed within 3 years.
*The Global Partnership for Education (GPE) fund (formerly the Fast Track Initiative, FTI) brings together 60 developing countries, donor governments, international organizations, the private sector, teachers, and civil society/NGO groups. It supports activities that aim to enrol more children in school for a better education. The fund provides support for country-level activities as well as at the global and regional levels. This latter support is implemented through the Global and Regional Activities (GRA) Program, which focuses on three issues: learning outcomes, education financing, and out-of-school children.
