Appointment & deployment of teachers

Teachers are widely considered as one of the determining factors for the success of any strategy aimed at developing education of decent quality at primary and post-primary levels. However, as several recent international projects and studies clearly point out, many countries are currently struggling to address the ‘double-challenge’ of providing teachers in sufficient number and of ‘good’ quality.

Teacher provision at lower-secondary

As access to primary education increases, it is at the post-primary level that the challenge to expand and improve the quality of education – and provide, train and support teachers accordingly - will be most pressing for many developing countries in the near future. IIEP will therefore focus on teachers for secondary, in particular lower secondary schools.

IIEP will undertake research over 2008-2013 to:

  • assess the implications of different teacher policy choices on staff supply and staff cost at lower secondary education level and document innovative strategies;
  • deepen knowledge on the possible contribution of specific planning, monitoring and information systems to controlling teacher shortages, forecasting actual staff requirements and managing temporary adjustments effectively, including in specific contexts of high HIV prevalence;
  • enhance the national capacity for staff planning and management at secondary level through training in these areas.
