The purpose of this paper is to describe and reflect on an attempt to create a regional educational plan that uses part of the existing governmental structure. The idea is to create a shortcut in linking educational producers with consumers. The design stage is analyzed to establish the credibility of the program's organizational structure. The program is intended to use informal and formal education to bring literacy to the largely poor and illiterate rural population of the highlands of Guatemala (from ERIC database).
