Education Sector Planning (ESP): Mastering the art of educational planning

The Education Sector Planning course allows participants to acquire and further develop the knowledge and skills needed to perform effectively their educational planning responsibilities.

The course content covers the main planning functions and provides state-of-the-art training in areas such as education sector diagnosis, plan preparation, implementation, monitoring and evaluation.

  • Educational planners and managers involved in policy formulation and implementation;
  • Officials from education ministries and professionals from other governmental bodies in charge of education matters;
  • Professionals working for NGOs and national or international agencies contributing to education planning.

What are the main course contents and skills acquired?

Participants in the ESP course gain competences in education sector diagnosis, policy and strategy formulation, and in implementation, as well as the use of education statistics and simulation tools for planning. More specifically, upon completion of the course, they are expected to be able to:

  • Conduct statistical analyses for education sector planning;
  • Design and draft an education sector diagnoses;
  • Use simulation/projection tools for setting targets for plans;
  • Evaluate the relevance and feasibility of alternative strategies to reach objectives;
  • Operationalize objectives of plans into education sector programmes;
  • Design organizational frameworks for monitoring and evaluation;
  • Select, analyse, and present relevant information for planning;
  • Organize collaborative work for education sector planning tasks;
  • Moderate dialogue and consultation with stakeholders during the plan process.

How do participants learn?

Conducted fully online, the ESP relies on an interactive and practice-oriented learning approach. Throughout the programme, participants are asked to prepare practical exercises that will allow them to directly apply the skills acquired.

The training is based on:

  • Videos, interactive presentations, and learning materials, including participation in online discussions, and completion of individual quizzes,
  • Virtual group meetings, during which participants will collectively prepare group activities based on their reflections and discussions,
  • Exchanges with international experts and participants from other countries through direct collaboration and by sharing professional experiences.



Those who successfully complete the ESP as a stand-alone course will earn an IIEP International Certificate of Advanced Studies in Education Sector Planning.
