Enhancing digital technology to transform education includes – but is not limited to – incorporating technological devices in the classroom. The integration of digital technologies in education systems is now an indispensable condition for ensuring inclusive, equitable and quality education that allows all students to access and consume information, produce knowledge, express themselves, participate in contemporary debates, and contribute to the solution of the problems that affect our societies.

In recent decades, technology has gained a significant role in education systems, but the emergence of the COVID-19 pandemic on the global scene led to new trends. Teaching digitally represented a challenge that could often only be addressed in a limited way. However, evidence surrounding these limitations has also provided an opportunity to reflect on the urgency of integrating digital technologies as an essential resource for the present and future of education. This includes thinking of digital technologies not only as instrumental to increasing the number of students included and improving their learning outcomes but also as a useful tool to better plan and manage education systems.
IIEP is currently exploring how to capitalize on the lessons learned and new capacities built during this period to help promote the development of digital policies that make educational models more flexible.
Our approach
At IIEP-UNESCO, we work with ministries of education and their partners to reflect on how technologies can enable access and inclusion, enhance ministerial capacity, and promote evidence-based policy-making.
Our offer includes:
- Training courses and programs on the use of information for educational planning, and on digital policies, with a focus on tailoring these policies to the local contexts to maximize their potential to improve inclusion, equity, and quality of education.
- Knowledge production and case studies on digital policies in education and associated topics, such as hybrid models leveraged by digital technologies, the use of learning assessment data in policy-making, and the use of EMIS for educational planning.
- Creation of specific communities of practice, such as the Community of practice on the use of data for educational planning, within the context of the Network of Education Policy Specialists in Latin America.

The Regional Forum on Education Policy is an annual event that provides a space for dialogue, consultation, and reflection for those responsible for the formulation and implementation of education policies in Latin American and Caribbean countries. The purpose of this meeting is to analyze strategies for the implementation of the fourth Sustainable Development Goal (SDG 4), focusing on a specific theme in each edition. In 2023, from 3 to 5 October, we will focus on how digital technologies can contribute to the transformation of education systems in Latin America and the Caribbean. In a similar vein, the 2021 edition of this high-level forum focused on How to use information systems in education policy-making.
