A new Education Sector Planning course in Cambodia

A new Education Sector Planning (ESP) course began on 1 July 2019 for Ministry of Education, Youth, and Sport (MoEYS) staff in Cambodia. Designed and supported by the UNESCO International Institute for Educational Planning (IIEP-UNESCO), the new course builds on IIEP’s long-standing collaboration with the MoEYS since 2013.

The blended course, which will run until April 2020, aims to boost the planning capacities of all four departments of the Ministry’s Directorate General of Policy and Planning (DGPP). The first face-to-face workshop brought together 17 planners from the EMIS, Policy, Planning, and Monitoring and Evaluation (M&E) departments of the DGPP.

During the programme, participants will:   

  • Discuss key planning concepts and analyze the different stages of planning;
  • Apply key indicators and basic statistical methods to assist in the preparation and review of education plans;
  • Apply quantitative and qualitative methods to prepare an Education Sector Diagnosis;
  • Identify major policy options and targets around access, quality, equity, and management in education;
  • Apply projection and simulation techniques to compare and discuss different policy options with various stakeholders;
  • Prepare a hypothetical education sector plan for a province in Cambodia.

The course in Cambodia is equivalent to the ESP course that is part of the one-year Advanced Training Programme in Educational Planning and Management (ATP), which IIEP offers each year at its office in Paris, France.
