This study on the relationship between education and employment in Poland is the result of a co-operative research project between IIEP and the Research Institute for Science Policy, Technological Progress and Higher Education, Warsaw. In Poland, development of education was perceived as an important factor in the overall strategy for the socio-economic development of the country. The effort put into the development of education and training at all levels has been considerable. However, as in most developed countries, there are indications that this educational expansion has, as a result, saturated the labour market with qualified mapower, and there is increasing difficulty in rational utilization of qualifications. Technological progress has also exerted an influence on the nature and content of work. This study deals specifically with the training for two selected occupations - technicians and economists - which are key professions for the development of the economy. It identifies the factors determining the demand for specific educational and occupational careers, and the relationship between work complexity and the reward system. It shows that the utilization of training, an essential part of the connection between education and employment, depends on the nature of professional occupations, perceptions, attitudes and expectations of school-leavers and the enterprises, and also attempts to demonstrate the limitations of manpower forecasts in planning for education. The authors suggest some measures to improve educational planning methods which, in the light of present-day economic uncertainties, fast-changing technology and the evolving attitudes of society, becomes increasingly necessary.
