These two volumes record the results and assemble a representative sample of contributions to an international seminar held by the IIEP for the purpose of completing the final phase of its Medium-Term Plan 1984-1989. Educational planning is now a universally-acknowledged imperative. While justified by a concern for equity and democracy, it also seeks to match changing needs dynamically to changing types of training and education. The persistence of illiteracy, educational wastage, inadequate technical education, wastage of skills, and graduate unemployment, are all evidence of a crisis in educational planning, and not only in the developing countries. Research should therefore seek to elucidate the relations between educational planning and social and economic change, focusing on three main themes: (i) the technological development and the scant attention paid to it in the definition of training goals, (ii) the diversification of the educational field and the definition of strategies for coordinating formal with non-formal education, (iii) the role of educational planning in the decision-making and implementation process
