School grants are funds transferred to schools by the central government. The aim of this transfer is to increase schools' autonomy, allowing them to spend their resources in accordance with their needs. The UNESCO International Institute for Educational Planning (IIEP) conducted a study to examine how the grants policy in Madagascar is devised and implemented. Field research was carried out in 15 schools and three districts (Fianarantsoa I, Toamasina I, and Soavinandriana) in 2015/16. Interviews were held on an individual basis with 15 school heads, 30 school management committee (FEFFI) members, and 30 members of parents' associations. Group interviews were held with 75 parents, 67 teachers, 75 pupils, 3 members of the administrative and financial audit offices, 11 heads of administrative and teaching areas, and 3 heads of school catchment areas (CISCOs). Interviews were supplemented by quantitative data: primary survey data sheets, extracts from reports on the grant use programme and on grant use at the CISCO level, and school accountancy books noting the grant amounts obtained.
