Marcelo Souto Simão is a member of the Gender at the Centre Initiative of the IIEP technical team.

Marcelo  is an expert in educational planning and institutional analysis. He provides technical support to Member States in the analysis, design, implementation, and monitoring and evaluation of education sector plans, policies, and programmes, and has extensive experience in the development of programmes targeting quality improvement of basic education. He also supports the mainstreaming of gender into IIEP activities in the fields of technical cooperation and training.

Marcelo participates in applied research, using mixed methods, and contributes to the production and dissemination of tools and methodologies related to education quality management and gender mainstreaming. 

Having joined IIEP in 2006, he has worked at the Buenos Aires (2006–2017) and Dakar Offices (2017–2020) and is currently in the Paris Office. Prior to joining IIEP, he worked at the Ministry of Education of Argentina, the UNESCO Brasilia Office, and the UNESCO International Bureau of Education. 

Marcelo holds a Master’s Degree in Public Policy from University Torcuato di Tella (Argentina) and a BA in International Relations from the University of Brasilia (Brazil).
