ORGANISATIONAL CONTEXT

The UNESCO International Institute for Educational Planning is a semi-autonomous institute that specializes in strengthening the planning and management capacity of education ministries and their partners through research, training, knowledge mobilization and technical assistance to support planning and managerial capacity. It has three Offices, in Paris, Buenos Aires and Dakar, and draws on core and project funding to achieve its goals and objectives. The Institute will launch its new Medium-Term Strategy (2022-2025) in December 2021. It draws on core and project funding to achieve its goals and objectives.

OVERVIEW OF THE FUNCTIONS OF THE POST

Under the overall authority of the Director of IIEP, the Strategic Partnerships Officer will generate, manage and support strategic relationships with core funders and new partners who share the goals and objectives of UNESCO and IIEP.  Situated within the Director’s Office, the position supports IIEP’s strategic management team, which includes functional team managers and regional team managers.

The incumbent will:

  • Develop a work plan for enhancing strategic partnerships and resource mobilization.

  • Maintain a clear and complete data base of key contacts, policy shifts and funding opportunities.

  • Support the Director’s regular meetings and outreach to key partners and funders.

  • Prepare concept notes, briefing notes, and funding proposals.

  • Prepare annual reporting on fundraising activities and successful partnerships.

  • Provide support to the Director and Team Leaders on opportunities and outreach to key partners.

  • Coordinate and/or support the drafting of major funding proposals.

REQUIRED QUALIFICATIONS

 

Education

  • Advanced university degree (Master’s degree or higher) in education policy and administration or another related social science discipline.

 

Work Experience

  • Minimum 4 years, out of which preferably 2 years acquired at international level in fundraising, managing complex funding and strategic relationships.

    • Demonstrated capacity to manage complex funding and strategic relationships with diplomacy, and attention to achievement of core objectives and impact.
  • Client orientation, Communication and Results Based management:
    •  Ability to write proposals and report on program outcomes to key funders, using both quantitative and qualitative evidence.
  •  Promoting Organizational Change and Development:
    • Ability to provide systemic support for strategic partnership development, working with senior managers and technical experts.
    • Demonstrated competency in supporting development of fundraising and strategic partnership strategies within an international development setting.
  • Tact, discretion, good judgment and influencing skills.
  • Ability to work in ambiguous and complex situations and provide effective policy guidance.
  • Demonstrated ability to interact with and communicate effectively with senior leadership.

  • Excellent knowledge of productivity software applications such as Microsoft Office Suite.

 

Languages

  • Excellent knowledge of English and French.

DESIRABLE QUALIFICATIONS

 

Experience

  • Previous involvement in advocacy, resource mobilization or marketing in an international organizational setting.

 

Language 

  • Knowledge of Spanish.
