Cambodia: NIE and IIEP sign a twinning agreement
In December 2012, Cambodia’s National Institute of Education (NIE) entered a twinning agreement with IIEP to design an institutional support programme in educational planning and management. NIE is a part of the Ministry of Education, Youth and Sports (MoEYS) of Cambodia. The objective is to transform NIE into an effective training centre serving education ministries nationally and regionally. The agreement also covers IIEP’s support to the Royal University of Phnom Penh (RUPP) with a focus on   higher education research. The signing of this agreement follows discussions between UNICEF, the MoEYS, IIEP, NIE, and RUPP. The programme is financed by the Capacity Development Partnership Fund, with support from UNICEF, the European Union, and the Government of Sweden (SIDA). The UNICEF Phnom Penh office is coordinating the overall programme.

The programme in practice

NIE will benefit from IIEP’s expertise and training programmes throughout 2013. And some activities have already begun
Following a one-day conference in December to launch the project and explain the vision and the role of NIE to all educational actors in Cambodia, NIE staff members began a six-month tailor-made blended course on fundamental concepts and techniques in educational planning and management. Following six weeks of distance training, they came to IIEP (Paris) for a one-week workshop from 4 to 8 February (see photo).
This blended programme is not the only option for skills development of NIE staff. Selected staff will also participate in IIPE’s nine-month residential Advanced Training Programme (ATP) in Educational Planning and Management, while others will receive training in IIEP’s intensive two-week Specialized Courses Programme (SCP).
Other dimensions of the project include:
  • the provision to NIE of a well-functioning documentation centre on educational planning and management, which can support staff and trainees with relevant up-to-date resources;
  • the development of research skills through participation in field research and case studies on implementation and monitoring of education plans at provincial and district levels
  • the preparation and organization of a first training activity by staff trained at IIEP.
Finally, the project is also an opportunity to support and foster NIE’s request to be part of the Asian Network of Training and Research Institutes in Educational Planning (ANTRIEP) and to strengthen the ties and experiences of the Institute with similar institutions in the region.
With this holistic approach, IIEP helps ensure that Cambodia will deepen its expertise in the area and have solid foundations to effectively offer training programmes in educational planning and management on its own.
