This study was conducted within the framework of the IIEP research project on "Graduate Employment and Admissions Policy in Higher Education". The "mismatch" between the increased supply of highly qualified manpower and the demands of the labour market in the Federal Republic of Germany is carefully examined. After a short presentation of concepts underlying this study structural and quantitative information are presented on education, labour market and economy. This is followed by an explanation of the characteristics of higher education and employment in the Federal Republic of Germany. The major part of this study concentrates itself on the post-war development of higher education and employment, explaining debates and planning related to it. Not less important is the overview on requirement forecasts and research approaches on higher education and work, as well as their findings. Two additional chapters inform the reader about the process of transfer from higher education to employment and the impact of the changing higher education/labour market link in the recent higher education and manpower planning, curricular development and students' attitudes. There follows a short summary of the findings and some of their implications. Finally, the results and the implications for educational planning in developing countries are discussed.
