ICT policies in education, Capacity development, Teacher training

Fernando is ICT Programme Specialist at the IIEP UNESCO Office for Latin America and the Caribbean.

His main responsibilities include promoting and identifying ICT and education policy trends at the regional level, providing advice for the development of ICT-related projects, and managing technology platforms and portals.

He holds a degree in Education Sciences from the University of Buenos Aires, Argentina, a specialization in Education and New Technologies from the Latin American Faculty of Social Sciences, Argentina, and a Master's degree in Management and Production of e-Learning from the Carlos III University of Madrid, Spain. He is a researcher at the University of Buenos Aires on education, technology, and teacher training. He has also collaborated in UNESCO's "Comparative study on mobile learning initiatives in Latin America" and has published several articles in the field of educational technology.

Between 2010 and 2019 he was project coordinator of the Centre for Innovation in Technology and Pedagogy at the University of Buenos Aires. From 2009 to 2013 he worked as a consultant for the Ibero-American Network of Universities for Social and Corporate Responsibility (RSE) and the Latin American Network for Social Entrepreneurship. In addition, he was coordinator of the Training Space of Fundación Telefónica Argentina, Portal EducaRed, and pedagogical and academic director of Fundación Cláritas. He is a regular adjunct professor of Educational Technology at the University of Buenos Aires.
